Residents in the “Rural Franchise #173” and in “Village of Spring Lake Special Franchise” area are members of the West Parkland Gas Co-op Ltd. They have a different installation fee schedule that permits a lower “Base Cost” than residents of the Stony Plain Special Franchise.
